The latest update of the Lexifone app for Android lets you call local and worldwide, landline and mobile, with or without translation service. I find it very cheap compared to other VOIP apps + no internet connection required + it has a great translation service if needed.

Some countries have Skype to Go available… as here in Chile… I have a local line that I can call from my cell or line line to anyone in the USA for $16.95 for 3 months.  I can also assign a specific local phone number to a frequently called person to avoid all the number punching… at no extra cost.
