Transactional leadership theory explains that transactions are the most common form of leadership behavior (Sims and Lorenzi 1992). Transformational leadership theory Transformational leadership, what we are calling fifth-generation leadership theory, has been the focus of attention since the 1980s. It builds, however, on much earlier work by experts such as Kurt Lewin and Douglas MacGregor. The latter, a former president of Antioch College, is best known for his seminal 1960 book The Human Side of Enterprise, in which he describes a new view of leader/follower relationships and sets forth his well-known Theory Y.

The utilization of ‘management’ was a political choice that involved a claim to management’s possession of distinctive and valuable expertise. That claim to expertise was used to dictate the direction social services should take. Given that the origins of new public management lay in the agenda of the Conservative governments from the early 1980s onwards, when New Labour came into office in 1997 it inherited social services in which new public management was firmly entrenched. In response, New Labour positioned itself as the ‘Third Way’, which was presented as a depoliticized position within which objective choices could be made.

Writing about the framework in 2005, the Audit Commission explained: CPA measures how well councils are delivering services for local people and communities while reducing the overall regulatory burden on them. It distils a complex set of judgements on local government bodies and the services that they provide into one simply understood rating. The strength of CPA is that it looks at performance from various perspectives which provide a more complete picture and a better understanding of where to focus activities to secure improvement.
