The ‘other genealogy’ of civil society, that which describes its functions in terms of counter-hegemony and contestation (Howell and Pearce 2002: 18–31; Kaldor 2003), is left firmly out of the picture. With terrorism, the changing nature of warfare, and ripple effects of state collapse, Europe cannot ignore the growing insecurity around the globe. A bottom-up approach, predicated on human rather than nation-state security, should be at the heart of European policy, the report argues.
