Throughout the book, we explore aspects of such a perspective. We live in an administered world, and administration/management is one of the fundamental determining factors in the world today.

This grew out of the original organizational challenge of community organization first posed by the aptly named charity organization society movement of the late nineteenth century. Those in the movement sought a more rational, efficient, and effective “scientific” basis for organizing those community networks of charities. Such organization was to be rational in its linkage of means to ends, efficient in its use of resources, and effective in achieving results. These scientific charity organization objectives were taken over by the emerging social work profession and others, with impressive long-term results.

Community theory perspectives in social work seemed to reach something of an impasse after Warren. The older empirical traditions have not returned, but further theoretical development has also largely stagnated. In the 1970s and 1980s, one might suggest that social work in general lost interest in community as such, largely replacing it with interest in individuals on the one hand and formal organizations on the other. Only in the 1990s was there a resurgence of interest in community practice in the social work literature.
