They affect broad groups in society, such as voters, but their impact is relatively diffuse. Constituent policies focus on the overhead function of government; just as overhead agencies oversee other agencies, so too do constituent policies oversee the administration of governmental authority. Its politics are thus administrative in character.

Redistributive policies involve decisions that are interrelated, but the scope of impact of these policies is very broad, affecting classes of people. Governmental decisions affecting blacks versus whites, the middle class versus the poor, and big business versus small business are all characteristic of redistributive policies. The nature of redistributive policies cannot be determined by short-run effects, but rather by long-term impacts on the allocation (or reallocation) of resources among broad classes.
